The Connecticut Port Authority and Kiewit Infrastructure Co. have reached an agreement to conclude Kiewit’s contract for modifications at the New London State Pier. The agreement addresses remaining technical items while ensuring the facility remains fully operational as a multi-purpose maritime gateway that adapts to evolving industry needs. This brings closure to all outstanding matters without imposing any additional financial obligations beyond the existing $311.35 million in funding.
The redevelopment of State Pier has created one of the East Coast’s most advanced heavy-lift port facilities. The project included installation of deep foundations, placement of more than 1,000 steel pilings, and construction of new heavy-lift pads and laydown areas capable of supporting thousands of tons of equipment. With upgraded load-bearing capacity, the pier now serves as a hub for offshore wind assembly, traditional cargo operations, and future maritime opportunities. The project was made possible through collaboration between the State of Connecticut and NEO, whose financial contributions in the amount of $100 million supplemented the State’s funding of $211.35 million.
“State Pier stands today as a modern, heavy-lift port facility built to advance Connecticut’s maritime future,” said Michael O’Connor, Executive Director of the Connecticut Port Authority. “We remain focused on ensuring operational excellence and long-term reliability. Our partnership with Kiewit has been essential in delivering this asset.”
